Kenney calls job grant deal ‘win-win’

Employment minister Jason Kenney thinks the deal he’s reached with the provinces and territories on the Canada Job Grant is a win-win for both sides.

After months of negotiations, the federal government has managed to reach an agreement on the national job training plan with all the provinces and territories — except Quebec.

“We’ve sent four different offers to the provinces, each of them incorporating constructive suggestions for provinces, employers and unions.”

The deal came after Kenney offered the provinces and territories full flexibility in how they contribute to the job grant. Ontario Premier Kathleen Wynne says there’s still some concerns.

“From Ontario’s perspective, there has been a lot of movement. We’re ready now to move to a bilateral discussion with the federal government. There are still concerns, and I know there are concerns in other parts of the country, but I there there is a pretty strong consensus that there has been enough movement that this is the time now to move to bilateral discussions.”

Quebec didn’t agree to the deal. It balked at the idea of the federal government getting involved with what is normally provincial jurisdiction.
