Tragedy strikes Filipino festival in Vancouver

Eleven people were killed and dozens of others injured after a man drove an SUV through a crowd at a Filipino festival in Vancouver Saturday night. Police have ruled out terrorism and believe the attack was motivated by mental health issues.
