In an address on state tv, Russian President Vladimir Putin has announced Russia will conduct a military operation in Eastern Ukraine, claiming its aim is to protect civilians.

Putin says threats from Ukraine have prompted this action but Russia does not intend to occupy the country. He is warning other nations not to interfere.

The Ukrainian government declared a state of emergency on Wednesday.
