Toronto Police Chief Bill Blair says it’s time for his service to seek outside help in regard to use of force and other police practices.

Blair announced this afternoon that retired Justice Dennis O’Connor will head an internal probe into the deadly shooting that killed 18-year old Sammy Yatim on a TTC street car.
