Premier Doug Ford is re-calling the legislature Wednesday to invoke a rarely used charter provision called the “notwithstanding” clause.
That’s after a judge ruled Ford’s plan to slash the size of Toronto city council is unconstitutional.
But there are still lots of questions about what the notwithstanding clause is and what the implications are.
