Niagara accountant arrested following fraud investigation

Niagara police have arrested an accountant in connection with a fraud investigation that began in February 2024.

Investigators learned that a business in the Niagara region hired the owner of Justin Jay Tax Accounting Services.

The business became skeptical of the accounting practices and a third-party review was conducted, resulting in allegations of fraud.

On April 23, police arrested and charged 44-year-old Cherrel Monton-Matsugu of Niagara Falls with the following:

  • Fraud over $5,000
  • Possession of proceeds of property obtained by crime over $5,000
  • Altering a document with intent to defraud
  • Criminal breach of trust

Monton-Matsugu was released from custody on a peace bond.
