Investigators say Northrup was killed in a deliberate act earlier this month while responding to a report of a robbery in a parking lot at Toronto City Hall.
The 55-year-old died after being struck by a vehicle. His partner was also injured during the incident.
A 31-year-old man was arrested and has been charged with first-degree murder.
