Updated All charges have been dropped after a Police Services Act proceeding involving a Hamilton constable who’s been investigated by the province’s Special Investigations Unit three times since 2007.

As Lisa Hepfner reports, constable Ryan Tocher no longer faces any scrutiny for his conduct the night 59-year-old Myanmar refugee Po La Hay was beaten by police, in a case of a mistaken address.
