Dogs removed from Norfolk property

As many as 25 emaciated dogs have been removed from a property in Norfolk county.
Someone noticed the dogs just outside of Waterford on Sunday and called police. The dogs were chained to rows of dog houses in an area where there are no homes or other buildings.
John Greer of the Welland and District SPCA says the dog houses were insulated, but not against this extreme cold. “With this extreme cold that we’re experiencing, the dogs are expending a lot of energy just to keep warm, and our veterinarian has advised us that the dogs are in very poor body condition.”
There’s no word on what the dogs were being kept for. The owner, who appeared to be cooperating with officials, may be able to keep the dogs if he can find a warmer place for them.
