The Eurozone’s two biggest economies have reached an agreement on re-capitalizing Europe’s banks.

German Chancellor Angela Merkel and French President Nicolas Sarkozy completed the deal Sunday.

The agreement will be presented at a summit of the European union’s 27 leaders on October 23rd.

The EU summit was supposed to happen next week, but the President of the European Union says leaders need more time to finalize a plan to fight a worsening debt crisis.
