The two would then distract their victims and steal their credit cards.
Police say those credit cards were used to take out cash advances and make purchases in Oakville and Burlington.
These incidents happened between March and May.
Officers arrested Constantin Liteanu, 46, of Burlington on Friday.
He faces several charges including seven counts of fraud under $5,000.
Detectives have released images of a second man believed to be involved.
