Police have arrested four people from St. Catharines and seized more than 100 kilograms of suspected cocaine believed to be connected to the Outlaws Motorcycle Club.

Officers say the long-term, multi-jurisdictional investigation targeted drug trafficking activity by outlaw motorcycle gang members in St. Catharines.

The investigation began in January 2025, and was a joint project between the OPP Biker Enforcement Unit, Niagara, York and Halton police.

Police eventually discovered that large quantities of cocaine were being trafficked throughout the Greater Toronto Area and distributed to Nova Scotia.

“Outlaw motorcycle gang involvement in drug trafficking networks and other criminality is a top priority for law enforcement,” OPP Detective Inspector Scott Wade said in a statement.

“The inter-provincial nature of this investigation demonstrates the importance of collaboration between law enforcement on a national level.”

On April 4, police executed warrants at a home in Richmond Hill and two homes in St. Catharines.

During the searches, officers seized over 100 kilograms of cocaine, a money counter, a small quantity of oxycodone and over $215,000 in Canadian currency.

Police say the estimated street value of the drugs seized is $10.1 million.

The following people have been arrested and are facing charges related to possession and trafficking:

  • David Crothers, 47, of St. Catharines
  • Randy McGean, 53, of St. Catharines
  • Sherry Stillwell, 44, of St. Catharines
  • Cody Soulliere, 40, of St. Catharines

An additional person was arrested and charged by RCMP officers in Nova Scotia after a vehicle stop led to the seizure of a rifle, five kilograms of cocaine and high-capacity magazines.
