Hamilton councilors discuss new plan to deal with homeless encampments

Hamilton’s city council introduced a new homeless encampment process. This after ending a pandemic-era bylaw that allowed encampments on city property for up to two weeks at a time. Advocates say this new plan will only be effective if the city can create more space in shelters. Emily Taylor reports.
