While a date hasn’t been set for the upcoming by-election in Niagara Falls, campaigning is clearly well underway.  As Lauran Sabourin reports, NDP Leader Andrea Horwath and PC Leader Tim Hudak are locked in a fierce battle for the hearts and votes of the riding’s residents.
